Tengu will definitely not get hit. if it's at anything but 3 no one will run it period. It's not broken enough to be hit though either in my opinion. It's a quick sync, yes, but isn't a lot of cards?(tour guide, quickdraw/junk synchron, doppel warrior, most karakuris/six sams)
There's a lot of ways to deal with him too, as stated above. Also if you draw 2 first hand it really kind of sucks, or if you draw 1 first hand and later draw out a 2nd after already using his effect once.
He runs REALLY well in Fortune ladies, even though most people don't play fortune ladies(idk why). future visions sends him to banished pile after he gets normal summoned, so next turn you have 2 monsters out to tribute/xyz/sync. Especially good if you run Earthbound Immortal Aslla.
I also managed to tie him in with toon monsters XD. They get special summoned even though they need tributes like a tribute summon, so normal summon tengu, tribute it for toon skull, get another tengu, special another toon skull/blue eyes, get another tengu, special summon toon dark magician girl/skull. works like a charm.
